Arrow-reported retained array storage plus fixed batch/column charges.

Slices, nested arrays and views include their backing storage. Aliases are charged independently. Schema metadata, allocator overhead and caller-owned copies are excluded. Arithmetic overflow saturates so admission fails closed.
