Prepared records are inventory, not an independent commit signal. Recovery may promote one only when the exact durable checkpoint decision exists. Finalized records are published recovery candidates, still subject to that decision whenever a decision store is configured.

State has been captured but the checkpoint has not completed.

Finalized

The checkpoint completed and is eligible for recovery.
